On Thursday, Citi said in a statement that Moody’s approach “fails to recognize Citi’s transformation over the past several years,” adding that “Citi strongly disagrees with Moody’s analysis of the banking industry and firmly believes its downgrade of Citi is arbitrary and completely unwarranted.” Bank of America echoed such sentiments: “In addition to strengthening our governance and risk management, Bank of America ended the first quarter of 2012 with record capital ratios.” Along with Citigroup and Bank of America, the credit rating agency took action on 13 other banks: Morgan Stanley, JPMorgan Chase, Goldman Sachs, Credit Suisse, Deutsche Bank, UBS, HSBC, Barclays, BNP Paribas, Crédit Agricole, Société Générale, Royal Bank of Canada and Royal Bank of Scotland.

Authorities said that Khalifi’s plot was a year in the making and that he had considered a number of targets, including a synagogue, a D.C. restaurant and a Northern Virginia office building. At one point, Khalifi detonated a test bomb in a West Virginia quarry in preparation for the Capitol attack. Authorities said the public was never in danger during the elaborate sting operation. “It was Mr. Khalifi at every step that was identifying targets and means to carry out the attacks,” Neil H. MacBride, U.S. attorney for the Eastern District of Virginia, said after the hearing in U.S. District Court in Alexandria. Because of its potency and ability to affect the outcome of a race, the use of dermorphin is considered one of the industry’s most serious drug violations. “We hear about some pretty exotic stuff,” said Dr. Steven Barker, who directs the testing laboratory at Louisiana State University. “Frog juice – this is exotic.” Dermorphin is a broad pain suppressant that is 40 times more powerful than morphine, Barker said. If horses cannot feel their injuries, veterinarians say, they are more likely to run harder than they otherwise would. Craig W. Stevens, a professor of pharmacology at Oklahoma State University who has studied dermorphin, said the substance makes animals “hyper.” “For a racehorse, it would be beneficial,” he said. “The animal wouldn’t feel pain, and it would have feelings of excitatio...
